In the Rosen Commonwealth, a republic is a constituent political entity, of which there are 23. Bound together in a political union (the Commonwealth), each state holds governmental jurisdiction over a defined geographic territory where it shares its sovereignty with the federal (national) government. Due to this shared sovereignty, Rosens are citizens of both the Commonwealth-at-large and the republic in which they reside. Compared to most federal states around the world, republican citizenship is somewhat inflexible, and becoming a citizen of a new republic is often a complicated process. However, there are no limitations to moving between republics except for individuals restricted by certain court orders (paroled convicts and some cases of divorce).
