The First Rosen Commonwealth refers to the iteration of the Rosen Commonwealth established at the end of the Second Rosen Civil War and the signing of the First Commonwealth Constitution in June 1982. The First Rosen Commonwealth was disorganized, poor, and unstable, which catalyzed the devastation of the Nuclear Crisis that caused its end. To continue its existence, many of the “reformers” in the Socialist Party convened as the “Transitory Commonwealth” and devised the Second Commonwealth Constitution, which established the current Second Rosen Commonwealth.
